A knowledge of paint shop pro is needed

Font of your choice

Lets begin
Open a new 700x700 transparent image
Select all,Copy and paste paper   into selection
Select none,Apply mask
Then Merge group.

copy and paste Frame01 as new layer and Resize to 80%
place to the centre of your tag
With the magic wand click inside frame.
Expand selection by 5


Add new raster layer under frame.
Copy and paste paper 2  into selection.
Select none.



copy and paste Bow02 as new layer,resize to 40%
and  Position to the top of the frame


copy and paste your tube or use the cookie that comes with the kit
 as new layer and  Position   on your tag


copy and paste CurlyRibbon01 as new layer,resize to 60%



copy and paste Champagne as new layer,resize to 70%
and  Position to the left of your tag



copy and paste Bubbles as new layer,resize to 50%,go to
image then mirror this layer



copy and paste Confetti01 and Confetti02 as new layer
drag so its above your mask layer


copy and paste Fireworks01 and Fireworks02as new layer,resize to 80%
and  Position to the top right  of your tag,position firework 2 to the left


copy and paste Flower02  as new layer,resize to 40%


copy and paste GlitterStar01 and GlitterStar02  as new layer and resize both to 50%
and drag both underneath frame  and paper layer

copy and paste MetallicFlute01 as a new layer
and resize to 50%


copy and paste MirrorBall02 as a new layer
and resize to 40%


copy and paste WordArt02 as a new layer
and resize to 30%

Add © info and name,Merge visible
And Resize as needed.
